To encourage the horse to exercise at full strength, try reducing the load for a couple of weeks and then gradually increasing it to the desired level.
Spend more time on the pasture during these two weeks. Just walk in a straight line back and forth to relieve the horse's mental stress. After two weeks of rest, begin to achieve your desired fitness level. If there is noticeably less resistance on the horse's side and you see that it has begun to adapt to the stress, give it a light break every two weeks, and then continue to increase the stress for the next two weeks.

However, sometimes a horse just doesn't want to move to the level that you know it can reach, even after several attempts to give it a break. If you push these sloths to the heights that they can handle and keep them there, you will only get a headache. They will fight because they don't need these heights. Instead, try to figure out which area the horse will feel most comfortable and confident in, and allow him to do that before he starts to resent you and loses interest in the exercise altogether. Here you will have to make a choice - either reduce the level of stress, or take another horse.
If you really need a horse that can perform at the highest level, then sell or rent your lazy horse and get one that satisfies your ambitions. After all, getting your horse to train out of the way will not lead to anything good in your relationship. If competition is very important to you, then you better have a horse that can reach the heights that you need.
